Forms of government
– Central government (noun phrase)
Meaning: this is the national government of a country
Vietnamese: chính phủ nhà nước
Example: The community health services then came to be financed wholly by central government.
– Local government (noun phrase)
Meaning: this is the regional form of government that typically takes care of more local issues
Vietnamese: chính quyền địa phương
Example: Many of the major controversies concerning local government in recent years have been related to finance.
– The authorities (noun)
Meaning: this is a general term for all forms of government – note that we use it in the plural
Vietnamese: chính quyền nói chung
– Regulatory bodies (noun phrase)
Meaning: these are bodies which are sometimes set up by the government and sometimes self-regulatoryand typically they control one specific area such as advertising. Legislation is not always the answer.

– Enforcement agencies (compound noun)
Meaning: these are bodies that have direct control of how laws are being obeyed. This is something central government does not always do itself. An example of an enforcement agency is the body that monitors pollution in rivers.

– International organisations (noun phrase)
Vietnamese: các tổ chức quốc tế
Example: Many problems need global solutions and demand international cooperation from organisations like the UN
Meaning: NGO stands for Non Governmental Organisation. Almost always their work is charitable and very often in aid and development.

What central government do
– Pass/introduce legislation (phrasal verb)
Vietnamese: ban hành luật
Example: The time has come when the government needs to introduce new legislation to protect the privacy of citizens.
– Bring in/enact laws (phrasal verb)
Vietnamese: thực thi luật
Example: One possible solution is for the government to bring in laws that prohibit the sale of tobacco to anyone under 21.
– Adopt policies (phrasal verb)
Vietnamese: áp dụng luật
Example: One possibility is for the government to adopt policies that encourage mothers to return to work.
– Take measures/action (phrasal verb)
Vietnamese: có giải pháp/hành động
Example: The situation is now so severe that the government must take measures to police the internet.
– Raise (and lower) taxes (phrasal verb)
Vietnamese: tăng/giảm thuế
Example: One way to limit air pollution from aircraft would be for the government to raise airport tax.
– Have/provide a budget/funding (phrasal verb)
Vietnamese: cấp tiền
Example: It is the responsibility of the government toprovide more funding for research into renewable energy.
– Ban/prohibit (verb)
Example: Most people would agree that there should be a ban on the sale of automatic weapons.
Reverse a policy (phrasal verb)
Meaning: Stop a policy and change it
Vietnamese: thay đổi chính sách
Example: The new government set about reversing previous policies.
People within a government
– Department (noun)
Meaning: A division of a large organization such as a government, university, or business, dealing with a specific area of activity.
Example: The Health Department should ensure that doctors are not forced to work a 60-hour week.
– Political party (noun phrase)
Meaning: Relating to or involved in party politics.
Vietnamese: Đảng chính trị
Example: This is one issue where all political parties should work together to provide a solution.
– Politician (noun)
Meaning: A person who is professionally involved in politics, especially as a holder of an elected office.
Vietnamese: chính trị gia
Example: If enough people protested then politicians would have to listen and take action.
– Government minister (noun)
Meaning: a politician who is in charge of a government department.
Vietnamese: bộ trưởng
Example: A government minister said that there would be an inquiry
What local government do
– Impose fine (phrasal verb)
Meaning: to force a rule of paying money
Example:Local councils should ensure that householders are fined if they they do not recycle their waste properly.
– Provide resources/service (phrasal verb)
Vietnamese: cung cấp đầy đủ nguồn/dịch vụ
Example: Local government needs to provide adequate resources for schools so that they can cope with the influx of children who speak English as a second language.
– Maintain (verb)
Meaning: to continue to have; to keep in existence, or not allow to become less
Vietnamese: duy trì
Example: If local governments maintained the roads in a better condition, then there would be fewer problems with traffic congestion.
– Fund (verb)
Meaning: to provide the money to pay for an event, activity, or organization
Vietnamese: gây quỹ
Example: Councils could fund local community projects where residents work as volunteers in schools and hospitals.
– Hire (verb)
Meaning: rent to pay to use something for a short period
Example: It would certainly help if local councils hired more staff.
– Elect a government (phrasal verb)
Meaning: vote to choose a government
Vietnamese: bầu cử
Example: A new government was elected last October
– Bring down a government (phrasal verb)
Meaning: Force it to lose power.
Vietnamese: thoái cử
Example: It was a major scandal that nearly brought down the government
Thinking long-term and short-term
– A political strategy (noun phrase)
Meaning: a planned series of actions for politics.
Vietnamese: chiến lược chính trị
Example: Baldwin’s political strategywas almost totally successful.
– Temporary (adjective)
Meaning: Lasting for only a limited period of time; not permanent.
Vietnamese: tạm thời
Example: One idea is that the government could introduce a temporary restriction on immigration to determine what effect it would have on employment rates.
– Long-term (adjective)
Meaning: Occurring over or relating to a long period of time.
Vietnamese: dài hạn
Example: The government needs to consider the long-term effect of a poorly trained workforce.
– Immediate (adjective)
Meaning: Occurring or done at once; instant.
Vietnamese: ngay lập tức
Example: Governments of wealthier countries should provide financial assistance to people in disaster zones to help with their immediate needs.
– A stopgap measure (noun)
Meaning: something intended for temporary use
Vietnamese: giải pháp tạm thời
Example: While this may only be a stopgap measure, it would help if governments sent financial aid to disaster areas.
How people can influence government
– Lobby politician (noun)
Meaning: Individuals could help here by lobbying their elected representatives and MPs to try and force them to introduce legislation.
Vietnamese: chính trị gia vận động hành lang
– Engage in peaceful protests/demonstrations (phrasal verb)
Vietnamese: tham gia vào biểu tình hòa bình
Example: It is possible that the government might be engaged in peaceful demonstrations by asking for more action on the environment.
